Bilateral agreements with NATO countries look better than the Budapest Memorandum
On March 1st, Dutch Prime Minister Mark Rutte and Ukrainian President Volodymyr Zelensky signed the bilateral agreement about security guarantees between the Netherlands and Ukraine. To add more symbolism to it, the signing ceremony occurred in northeastern Kharkiv city which is located 40 km from the Russian border and suffers from bombardments.
